The Tennessee Secretary of State will only issue an Apostille for usage in Hague Participating Countries. Instead of being apostilled, all documents issued for countries that are not Hague Participants will be certified.

Documents issued by another state cannot be apostille by the State of Tennessee. They must be apostille by the state that issued them. Apostilles must be obtained from the US Department of State in order for Tennessee residents or companies to use federally issued documents.

Within the US or any of its territories, apostille services are not required. As a result, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands will not be able to use an Apostille issued by the Secretary of State of Tennessee. Usually, the other country's legal representatives will state unequivocally that an Apostille is required. Because they know one will be linked, they occasionally avoid mentioning it explicitly. Apostilles and Powers of Attorney are frequently needed for business papers.
