A marriage certificate apostille can only be processed through the state of its issue. So, if you were married in California, then your marriage certificate can only receive the California apostille. Or, if you were married in North Carolina, your marriage certificate can only receive an apostille from North Carolina.
An apostille on marriage certificate can only be issued for use in the countries-members of the Hague Apostille Convention. If your marriage certificate is requested by a non-member country of the Hague Apostille Treaty, you will need to request a marriage certificate legalization - a special authentication through the U.S. Department of State in Washington, D.C., and legalization through the Embassy / Consulate office.
