Please be aware that Visa Express, Inc. DOES NOT process papers that have been digitally notarized. All documents that have been notarized and are delivered to our apostille office must be original and contain the following:
- The original signature of the signer(s)
- Proper notarial wording for the state
- The original stamp of the notary and/or raised seal
- The original signature of the notary public
Note: The document's signer must show up in person before the notary public. For instance, if you are physically present in Virginia, you must meet the notary public there in person.
Over the past year, we have observed online digital notaries public process vital record documents (birth, death, marriage, etc.) from the state they did not originate from and notarize them. Please be advised that this kind of conduct is fraud and aims to deceive and mislead the consumer into thinking that all paperwork may be processed through a single Secretary of State's office. Additionally, we have observed Secretariat of State employees participating in this illicit activity.
All critical record documents, including those from the County Clerk, Court, State, and US Federal Government, must be certified with an apostille, which verifies the official's signature on the document. For instance, the US Department of State is the only agency that can process and apostille an FBI background check. Only the California Secretary of State's office is authorized to process and apostille California birth certificates.
